Gulsum Rustemoglu, a highly experienced NEPA and CEQA Planner, and an awarded entrepreneur, is the Founder and President of Global Environmental Permitting (GEPermit). With 20 years of program and project management, environmental planning and permitting experience, she has specialized in the development of Federal and State environmental compliance documents (NEPA and CEQA) for projects such as pipeline studies, renewable energy projects, community redevelopment projects and transportation projects. After founding GEPermit, supporting women-owned businesses and creating additional workforce became her career focus.

She has a thorough understanding of regulatory permitting requirements for a variety of energy projects in the United States. As a skilled communicator, she is able to convey complex information to both specialized and non-expert audiences.

Our Founder’s Background and Credentials

Gulsum’s combination of communication, written, verbal and critical thinking skills can be initially showcased by her academic background. Gulsum received her Masters in City Planning and Masters of Arts in English and Comparative Literature from San Diego State University. In addition, she was honored as a Young Planner by the International Society of City and Regional Planners and the Dutch Ministry of Transportation (2004). She also successfully completed the Goldman Sachs 10K Small Business Program in 2014 and University of California, Los Angeles’ (UCLA) Anderson School of Management program: Management Development for Entrepreneurs (MDE) in 2016. She is also a graduate from the Clark Construction 2022 Strategic Partnership Program as well as earning the University of San Diego Construction Project Management Certificate Program in 2022.

In addition to being passionate about her work, Gulsum has additional interests both inside and outside of the workplace. For example, last, but certainly not least, she is a proud mother of two and an avid runner; it’s her love and dedication to running that has inspired the GEPermit team to take part in many races as a company.
